AI AND ROBOTICS / THE NEXT CHOICE
When capabilities increase,
who decides the purpose, and who can stop it?
Technological innovation alone cannot explain the outbreak of war. Political aims, economic interests, perceptions of threat, organizational decision-making and institutions overlap. For AI and robots as well, we should consider not only "what they can do" but also "how humans come to make judgments."
Overreliance on AI judgment
Because of automation bias, there is a danger of accepting a machine's output without sufficient verification. Under high pressure and limited time, human approval can become mere endorsement.
Does "approved" mean "understood and verified"?
Compression of decision time
Fast information processing is useful, but if militaries compete on speed, the time to check errors, communicate with the other side and stop action may shrink.
Is deciding quickly getting in the way of deciding appropriately?
SIPRI:軍事AIと誤算のリスク ↗SIPRI: Military AI and the risk of miscalculation ↗責任の分散Diffusion of responsibility
If commanders, operators and developers think of it as "the judgment of another person or system," it becomes hard to see where judgment and responsibility lie. The form of human involvement alone does not guarantee control.
Who explains, who objects, and who can stop it?
Competition and fear of falling behind
The perception that "it is dangerous if the other side gets ahead" may push adoption ahead of safety checks. We also ask whether a reduction in danger to one's own forces is being confused with a reduction in harm from the attack as a whole.
Are considerations of advantage and fear of loss crowding out restraint?
This does not assert that this psychology was present in any particular state or person.

About reading this material and its sources
The detailed content of the existing 48 records is retained, and 32 were added, including maintenance of colonial rule, intervention in allied spheres, and wars in the Middle East, for a total of 80. Each event has a comparison section on technology, capability and peaceful use. The comparison section is a viewpoint for reading the background; it is not a finding that the listed technologies were uniformly used in that event. Events are arranged by start year, and long-running events retain their periods. This does not mean that events not listed here are unimportant, and this is not a material covering all invasions in the world.
State" refers to the government, military and ruling organizations of the time, not to all of its people. Invasion, military coercion, forced incorporation, maintaining a colony, and intervention in a civil war are not the same. The people named are principal parties and are not presented as the sole person responsible or the only cause.
Names such as "pioneering and settlement," "disposal," "pacification" and "protection" contain the perspective of the actors, so the specific acts and their effects on residents are given alongside. The descriptions of effects do not represent a single, uniform experience or opinion shared by all residents.
The peaceful use on the left also includes civilian use of the underlying technology. The time when a use was realized may not coincide with the time of the invention or the war, and this is stated explicitly as "later years" or "postwar." The spread of technology differs by country and region.
Technology is part of the conditions that make domination and attack possible; it is not treated as a cause that automatically produces the outbreak of war. Placing the left and right sides of the same period side by side is a comparison of correlation and context, not proof of causation. War also influences technological development.
Overreliance on AI and the compression of decision time are presented as risks. These materials alone cannot support the conclusion that "AI increases wars." We do not infer or diagnose the psychology or brain state of historical figures using neuroscience terms, and we distinguish confirmable actions from interpretation.
Sources are related materials from archives, libraries, museums, governments, international organizations and research institutions. Each link is an entry point for checking events and technologies and for further reading, and does not indicate that every interpretation in a card is the official view of that institution. The modern items cover the events listed and do not cover the latest state of the fighting or the status of adoption of all military AI.
The heading gives the common name of the war or event, and below it the specific action is described. Alternative names are also searchable. The whole war named in the heading and the period of the action the card covers may not coincide, and this is noted individually. Displaying a name does not mean endorsing the justification of the actions of the government of the time.
Base chronology: The Meiji era begins in 1868. Perry's arrival was in the late Edo period. The spread of technology and the divisions of political history do not coincide.
